Sounds like a thermostat problem, specially if this behavour is
consistent. Otherwise your new sensor is defective! BTDT.
Your engine should warm up fairly quickly with a properly operating OEM
thermostat. After all, Audi’s are designed for comfortable operation in
Nordic countries. The temp may drop slightly on the freeway vs. idling
in traffic, but should NEVER creep down to the “C”.
