Diffs won't lock/surging 85 4ksq. Help! Snow in the Forecast.

Since I haven't received my Bently manual I am turning to the list for
some suggestions. I just finished installing my clutch and cannot seem to
get the diffs to lock. What isthe best method for locating a vacuum leak?


The car did not run when I bought I so, I knew there would be some
potential problems. I have installed "new" used diff actuators because
the original ones were broken. I am fairly certain the connections are on
the correct nipples. When I pulled off the hoses at the actuators there
was no vacuum. 

Also, the engine surges at idle when it is warm. It runs well otherwise.
