The fact that the lights do not dim when the key is in the START
position clearly points to a faulty ignition lock contact group.
It is this group that shuts off all of the non-essential high current
consuming accessories (including but not limited to the headlights) for
the duration of the START operation as to allow the 100% of current to
be delivered to the starter alone.
Only if the contact group worked, one could start troubleshooting the
secondary circuits such as the starter solenoid and the like.
