Always made perfect sense to me.

If you can't get the car warm using the footwell, side and screen vents then 
there's something seriously wrong with your heater.  At that point, I suppose, 
it might become an irritation that the centre vent is always cold.  The system 
is designed for Germans, and especially for passengers sharing the car with a 
smoking driver.
