<we never get much below -20 F. I suggest you check to see if the thermostat
< is installed and working properly.

Check that the heater valve opens fully.  Under the hood, beneath the
distributer.  At full heat, it should hit the stop; otherwise you probably
have a stretched heater control wire, dirty hard to move heater valve, or
improperly held down cable.  Easy fix: loosen the funky hold down clip at the
valve, move the wire casing over to allow full heat.  Come summer, adjust it
back the other way to allow full cool air.
