4kq power loss/surge

I have an 86 4kq with 103k miles on it.  Lately with the cold weather here in
NE, my car will lose about half of its power (what power it has...) when I
drive to work.  It feels like it isn't getting fuel...it will buck and surge
as it struggles up hills.  This goes on for about 5 minutes, then completely
clears up with no further problems.  Could it be some kind of temp sensor
somewhere?  Once I start to feel warm air in the vents, it goes away.  Please
help...this is totally annoying, not to mention scary.
