QFOM:bugfix report!

In the immortal words of Bill The Cat, Ack!  Spit!  Phhhbbbbt!

The QFOM decided it didn't want anyone to add stuff unless they were an
authenticated user.

No wonder no one's been adding stuff.  Duh.
I just fixed the problem for the Repairs, Maintenance, and Performance
Stuff categories(each subcategory by default inherits permissions from the
"parent", so it's not too hard to fix.)

Expect other categories to be freed up as well.  This should allow you to
add new sub-categories or "answers" as long as you provide an email address.

I'm also entering some recently-discovered-in-my-mailbox info on Clim.
Control blowers.  Hopefully, Sean will take the hint that the category has
been made for him and will fulfill on his promise to enter all sorts of fun
diagnostic codes in ;)

PS:I'm starting a trend.  I will make a habit of putting in "QFOM:" at the
start of the subject line for things concerning the QFOM.  If you enter
something important/big/time consuming and are feeling really proud, you
can follow the same procedure.  Feel free to include links to items in your
emails.
PPS:The QFOM is slowly getting a "home"/"base" page, for all sorts of good
stuff about what the QFOM is.  More to follow.
