86-up turbo headlights

How do the 86 and up turbo headlights work? I thought the inboard light
was a fog light. My Haynes manual says it is a driving light (Euro). What
is it on the American market? Fog, driving, or high beam? I also saw that
there was a smaller bulb called a side light. What's this for? Is it like
the 20w city light? How does the inboard light work at reduced voltage
when not in use?
