Good call (sort of)!  The Tire Rack's web page says that Sumitomo bought Dunlop in 1987 "for worldwide manufacturing and distribution of the Dunlop brand tires".  So Sumitomo owns them, but the tires are not necessarily produced in Japan.  Further reading on the Tire Rack site says now many of Sumitomo's tires are made for them by Cooper tires, but that "Sumitomo's line of high performance tires will continued to be produced in Japan."  Dunlop's web site only refers to their tires being manufactured in NY and Alabama.
