I have never seen a 4kq w/ a warm-up regulator, all cars should have the
CIS-E systems which dont use one. Cold running enrichment is done 
through modifying the milliamp input to the EHA ( differential pressure
regulator) to enrichen. Possibly non US cars are different, so this may 
not apply. I would look for vacuum leaks-particularly the y shaped hose 
to idle stabilizer valve. Also, it may be a lean mixture-try having it 
set, also, it may be that the coolant temp sensor is bad, manual has
resistance vs. temp chart for checking it. Good luck
