Front turn signal holes

How do I safely enlarge the front turn signal hole in the bumper and
reinforcement? I need to make space for Hella 550's. These are the large
ones. Sorry, have the lights already and no money in my budget for Catz.
Like the 550 clear performance. Tried PIAA, 550 fog and thought that they
sucked. Not enough light or distance as the 550 clear driving.
