Yes, I guess so. You can try swapping the wires between the ECU and ISV
sensors and see if it makes any difference.
A question to the List: Is the ECU fed by the "engine cold" signal from
the multifunction sensor and if yes, what effect does it have?

Yes, but the coolant flange sensor's whole purpose in life is to control
the turbo after run cooling (low speed fan + aux. water pump) after the
engine has been switched off. The radiator thermoswitch on the other
hand only works when the ignition is switched on. It's a two stage
switch that runs the medium speed fan at about 95 degrees and high speed
fan at about 110 if memory serves me right, however, you prolly have to
make a trip to Death Valley to see the high speed fan running.
