Yep. Downshift would take too long and might not achieve a high enough
rate of deceleration to prevent/delay lock-on.

I think the point was to bypass the lights..that way the cop doesnt see 
you trying to slow down, i would say downshifting would haveworked 
better, but perhaps in the situation, that time to downshift would have 
been TOO long....
