I have a MINIMUM spec (from Mitchell manual) that is 0.71qts. (0.68L) in
30 seconds. The description of the test is to disconnect the return line
at the FD and test volumn for 30 seconds (min. FP voltage is 11.4V). 

When troubleshooting a FP problem I did a bench test on a new FP and
found the delivery volumn to be about twice the minumum. I did not
measure it exactly because once I knew it met spec. I was eager to get
it installed into my car.
