California Code wire on MAC-11 ECU, WHY?

Eprom masters:

I never seen discussed what the wire to pin 34, the California Code wire,
does.  It's connected for California vehicles, but what does it control and
does it performance in any way?

I suspect the results of cutting that wire on my car won't be earth
shattering (unless I cut the wrong wire!), but why tempt the forces of
despair without good reason?
