could be the switch in Mike & your cars were replaced in the past and a
part is missing...

...in the late 70s, VW used the same wiper switch for the base Rabbit
(painted bumpers) and upscale rabbit (chrome bumpers).  on the base Rabbit,
the wipers were 2 speed only (slow, fast) while the upscale was 2 speed
plus intermittent.  you could convert the base Rabbit to intermittent
operation by pulling a plastic block out of the wiper switch (required
disassembling the steering column covers)--this let the switch  (stalk)
move the opposite direction for intermittent (you also had to pull the
jumper from the relay panel and add the intermittent relay).
