I _love_ brainstorming sessions.
 
Item 1: the sort of weight-on-a-rod hammer used for pulling out dents in 
bodywork.  You know the sort of thing?  Big lead weight on a rod - fix one end 
of the rod to the panel and slide the captive weight with some force against 
the stop on the other - impact pulls the panel out.
 
Item 2: Something to get on the other side of the outer bearing shell to 
transmit the impact to the shell.  I'm thinking along the lines of the wall 
fixings you can get for cavity walls - two lightly sprung wings hinged at the 
centre, with a threaded bolt passing though.  Somehow fix it to the end of the 
pulling hammer, push it through the bearing shell, let the wings unfold and 
hold the rod against the other side of the shell.  Might need to make something 
more robust ...
 
Then use the weight against the other end of the rod to persuade the shell to 
leave.
