Clear and yellow sidemarkers

I was wondering about the deal with white and yellow sidemarkers. Euro
cars in the US didn't have them until recently, meanwhile the Japanese and
others did. What was the big deal? Couldn't the Europeans certify white
lenses instead of making, then certifying yellow? Why was the Japanese
able to do it?
