Wiper Diagnostics

The windshield wipers on my 1990 200 TQW are not "parking" down at the
base
of the windshield when they are turned off. 

The motor works fine, on intermittent, medium and fast speeds, but when
turned off from any of the three switch positions the blades stay up,
doing a nice job of blocking the driver's vision.

I looked in the Bentley last night. The wiper diagnostics section did
not cover the specific problem. Looking at the circuits, I did not see
any separate "wiper parking" relay that might not be working. Is there
something that handles this function within the intermittent wiper
relay? 

Any ideas or suggestions?
