ideas how to make cooling fan adjustment

My radiator cooling fan blades are rubbing against the bracket/housing,
apparently because the plastic bracket has sagged a little with age.  The
holes for mounting the fan to the bracket are just holes, not slots, so there
is no  built-in adjustability there.  Should I enlarge the mounting holes so I
can reposition the fan?  My fear is that I will not be able to tighten the
mounting bolts enough against the plastic to keep the fan from working back
down.  Should I trim the fan blades?  If the trim is not uniform, I may end up
with vibration.  Any other ideas, besides replacing the bracket housing?  TIA.
