     Had the same problem with my V8 when I got it - seem the garage 
     operated under the principle that even the wrong bulb was better than 
     no bulb. They had replaced an expired 55W with a 21W. Since they are 
     relayed on my car I have switched them for 100W's!

Mine are both about the same.  There could be a couple of reasons why 
one is brighter than the other.  One may be aimed differently than the 
other, making it look brighter.  You can adjust the level with a 
phillips screwdriver.  Look for the white plastic adjustment screw 
between the grill and the light.  If one of the lenses was recently 
replaced, it will be cleaner than the old one and make the light look 
brighter.  You would notice this by just looking at the glass.
     
If you want to remove the fog light, first pull out the lower grill - no 
screws - it just pulls out.  There are two phillips head screws holding 
the light assembly in.  They are located under where the grill was. 
Pivot the light out and disconnect the wiring.  
     
Since I don't know anything about aftermarket fog lights, I can't help 
you there...
