Ur-Q Won't Start - Low End Torque Timing Tweek

It appears that the timing was incorrectly set on the car, although I have driven it for 25k miles since the belt was changed.

 

I have seen references to moving the belt ONE tooth to improve low end torque.

 

Any views/experience and WHICH WAY SHOULD IT BE MOVED??
