When my brother had his station (in New York).The Dept. of weights and
measures would show up,unanounced) and pump the fuel thru the regular
nozzle directly into a calibrated measure (5 gals?) and compare it to
the pump reading.The container that was used was carefully protected,no
dents
etc.The pump mechanisim was them sealed to prevent tampering. Major
fines
for any short measures.
