My radar jammer, I mean my "Vehicular Radar Cloaking Device" also
detects them and deals appropriately with them.

In reality here in Olympia they are installed by the street department
and monitor the presence or absence of moving vehicles to control the
traffic lights. The intent here is to allow traffic on succeeding non
traffic controlled streets a better chance to get onto the main streets
by controlling the lights earlier.

Also the Department of Transportation in Washington uses them on
isolated Interstate Highways to detect a stoppage or slowing of traffic,
and to transmit to those vehicles equipped with the Radar Detectors
special messages regarding traffic problems.

These are "good things"  They also validate the working of your
detector.  Especially if they say "Accident Ahead" or contain some other
meaningful message.
