Well, the front plate removal is probably sufficient ... but I read an
article/ad in a recent issue of Turbo & High-Tech Performance magazine
about a spray that you can apply to the plate that affects the
readability of the plate ... they did a test with a camera that
simulated the photo-radar camera (angles, film speed, etc) and were
surprised to find that it did degrade the quality of the image of the
plate. Apparently you have to regularly re-apply, but since covers are
illegal here in CA (as is driving without the front plate ...) it seems
like a stealthy solution which does not have the possible side effect of
being hassled by some cop for having a cover over the plate ...

BTW, one of the cities to first espouse photo-RADAR was Campbell, CA.
They recently scrapped the system stating that it was too expensive to
operate. Perhaps you can use this info in the political battle ...
