The UFO brakes are called that because the rotors look like UFOs. 
Rather than a brake rotor which has the caliper riding on the outside
of the caliper, the UFO system has a brake disc that rides on the
outside of the caliper (which is near the hub).  Of course, the rotor
needs to be supported since the caliper is where the support usually
is.  So the reason it looks like a UFO is because there is a cage that
supports it around it's outer edge.  It is attached to the hub by this
cage.

The reason for such a design is the extra braking area that can be fit
under a 15" rim.
