'91 200Q hand brake sticking

Many thanks to all of you who responded with advice on the brake problem.
I was able to safely drive the car thanks to the "manual parking brake
release" method and the winner is 'seized brake cable'.  I am having both
cables replaced and caught it in time so no further damage was done.

Before joining this list I considered selling the car because of the
maintenance issues.  Now, I know that solid technical advice on these
"sometimes" quirky vehicles is close at hand.
