That part was prolly repainted.  (one part or the other)  Unless it spent 
alot of it's life sticking out halfway from a carport or something!

Maybe buff it out if it's not too bad.  Depending on how bad it is, you 
could use rubbing compound/polish/wax, or even try colorsanding and 
buffing it.

I've got sections on my car that dull at a different rate than others.  
There's some pretty obvious signs of repainting, tho'.  Such as where at 
the window seals where they just taped it off.  I hate that!  The best 
thign to do short of repainting is to keep it nice and polished up, so 
it's less noticeable.

Remember, when it comes to making paint shiny, it usually has to get worse 
before it can get better.  Don't waste your labor trying to use a polish 
when it needs something more "cutting".  Be careful around the edges, etc.
