Blue headlights are illegal?

Hey, i found out last night that the blue headlights are illegal anyway.  
I was out with some friends, one of whom drives an integra with the blue 
headlights, and he got pulled over again for them.  This is the second 
time that he got pulled over for having blue headlights.  I didnt think 
that this made any sense as arent the bulbs DOT approved?
