Licensing Pro Rally cars

Regarding ProRally licensing....

Since transit sections are on public roads, EVERY prorally car (including
Buffum's old A1) must be "street legal", which would include a set of plates,
minimum, as well as liability insurance.   Part of the tech inspection.  An
uncooperative local police force could really play havoc with a rally, btst.  

Given the toys we are talking about, licensing a modded machine must be easier
than many believe.  Or, a convenient lack of scrutiny might be a more likely
scenario.
