I have had good results on alloy wheels (and body steel) by treating the
bare metal with an acid metalprep solution, applying an epoxy wash primer
for adhesion and corrosion resistance, and then applying a two-part
polyurethane primer for filling and corrosion resistance. The polyurethane
primers have excellent film strength and corrosion resistance when fully
cured. Some of the epoxy primers are so tough they are difficult to
sandblast off (BDTD!).
