My guess:
(c) True quattro system is designed for use with longitudinally-mounted
engines. The tt and tts are using a modified A3 platform and only have
the snchro system available for awd.  The system is not as good as
quattro, but not bad enough to re-engineer the quattro system.  (Audi's 
150hp 1.8T is being used transversely in A3 applications, including the new
Beetle.  I understand that 200+hp VR6 with synchro is the next step: 
2000 Power Beetle, possible for tt as well as an option to the planned 200+hp 
1.8T.)
