Just resolved this problem on my 5KTQ.  Odds are that it is the programmer.

There is a section on repairing your AC programmer. I ended up getting
a new used programmer from another lister (Scott Mo.) This only
partially solved my problem. I could see the "vacuum motor" move to
open the center vent so I knew the programmer was good but it only
moved about 1/4". Long story short, I traced a vacuum leak to the
heater valve. The diapragm was leaking. Put a new heater valve in and
voila, center vent works whenever I push the button.
