200 Euros, 2 high beams?

Ok, looking at Igor's wiring diagram. courtesy Chris's web page, I see a
grand total of _four_ fillaments(or bulbs)?  Wha?

Igor says that one of ulbs could be left as a driving or fog light.
Huh?  High beams are high beams, and wiring that high beam seperately
would blind oncoming cars, right?

I'm refering to the "high beam" that's in the H3 seperate bulb(from the
dual-H4.)

Can someone explain this?  Also, what's the talk about 2 manufacturers of
Euro lights?  Ie, Hella vs. Bosch?  What's the difference?
