     Common prob, PITA to get to.  Sounds like the brushes in your climate
control fan are just about gone.  You'll need to pull the fan out of that
stupid white plastic box, then rebuild or replace it.  BTW, the stupid white
box was engineered by Team Door Handle.
     I just finished replacing mine, that's why I'm so hostile about the
little suckers....
     And, as Graydon noted, if the fan does come on, but air does not go
through the center vents for a while, that indicates there are other gremlins
at work here.  I've replaced all those things too.
