eternal flow floor duct

For the first time in months I drove my 90q20v while wearing shorts and
realized that the floor vent (at least the driver's side) was pumping air out
into the footwell.  The amount of air increases with speed so I'm assuming
that it's somehow fresh air entering the system.  I cycled through the setting
and in every option the floor vent does not turn off (even when the "off"
light in illuminated.)  Any insights on this one?
