Stuck cam bearing caps

Engine is a recovering victim of black sludge, caused by a UK main Audi
dealer not actually performing the oil changes they were charging the
customer for.  Watch the courts.

However - head is on the bench and the cam won't come out.  The bearing
caps do not react to the nuts being loosened.

Any ideas?
