I think when you're in Europe, one (depending on country...) is the rear
fog light.  Unless you're Eric Fluhr, then they are both extra brake
lights.  Still haven't decided what to do about mine.  Eric has
instructions on how to turn them into lights on hiw web site.  Link from
mine, I can't remember his url.
