Because they increased the brake size, and they didn't want people putting 
wheels on that were too small (13") for the brakes.  The smaller brakes 
and wheels used the smaller bolt pattern.  The smallest 4 x 108 wheel Audi 
made was 14".

That's my theory anyway, I don't know if it is "proven" by anything.  I'm 
sure we'll soon hear otherwise if it is so.
