Short of replacing it, you might try some contact cement - comes in tube or
spray can. Hardware or automotive stores. One simply applies it to one or both
surfaces to be glued, then quickly puts them together and pulls them apart
again. Let them dry for a couple minutes, and when you put the surfaces
together again they stick *immediately.* I haven't used on a headliner
before, but have used it for similar jobs and had good luck. I don't believe
it soaks through materials like some other glues. As they say, "try in an
inconspicuous area first."
