No....you have a definite A/C problem.  The interior air should keep cooling
regardless of the actual interior temp when you are in the LO setting.  The
first
thing to do is have the system recharged and checked for leaks.  Most cars
that
display these symptoms and undercharged and/or leaking.  If this fails to
correct
the problem look for blockages in the system preventing the freon from
circulating.
