I missed most of this thread, but here's a potentially radical and
offensive viewpoint.

Who cares if a person is drunk while driving.  What matters is the result.
If a person kills or injures another in a so-called accident, they should
all get the same punishment.  It shouldn't matter whether the person caused
the accident because they were intoxicated, talking on the phone or just
friggin' stupid.  

One of those stupid news shows just had a story about side-impact
protection in cars.  Their example was a woman who "mistook" a light and
proceeded into an intersection.  A van coming the other way plowed into the
side of the cheap POS car and killed the woman's boyfriend.  The news show
said we should have better side-impact protection.  HOW ABOUT PAYING
ATTENTION TO THE DAMN TRAFFIC LIGHT.

Of course, I think that people who rack up a lot of speeding tickets but no
accidents should get insurance discounts.  Obviously these people are good
drivers.
