Yes, they are.

Hmm, I don't know which one is supposed to be longer, but the bar that 
pulls on the cables is angled slightly.

You might have the cables on the wrong sides or the calipers may need to 
be screwed out so that there is no play between the pads and the rotors 
(well, a few thou).

I replaced both cables last year, and the E-brake works great.  Its nice 
to have.
