The Passat has the same engines as the A4 and when it's available with
AWD(which will be physically Quattro but named Syncro), it will only be
with the V6 and Tiptronic.  This according to an official VW brochure.  I
test drove a V6 FWD Tip and during the test drive he said Syncro will be
available with a manual tranny.  Of course he revved the car, which had all
of 200 miles on it, to 5500rpm so I tend to think he doesn't know what he's
talking about.
