  YES.If engine idles poorly, then most likely ISV is not working.
I just fixed the exactly same problem. First, clean up the ISV
with  carburettor cleaner.If there is no vacuum leaks 
(mine didn't have any-according to my vacuum/boost gauge),hook up
the DMM in series with ISV and check the current flow .
According to Mr. Bentley normal current through ISV is 430+-20 mA with
the
engine idling and A/C off.If current is 0 mA,check the temperature
sensor 
(the one on the top of the cylinder head coolant outlet),should be ~100
Ohm 
at the 80 degrees C. Also check the wiring from the ISV control unit to
the 
sensor , ISV and ignition coil and clean up all contacts with contact
cleaner. 
On my car this cured the problem.If wiring is OK, then you most likely
have 
the bad ISV control unit ($$$).
