Stalling on fault code

While looking into the occasional stalling problem I'm having on the
5kcstq, I decided to check the fault codes. But at the moment I pull the
spare fuse back out of the fuel pump relay, the engine speed drops way
down and dies within a second or two. The normal light-flashing doesn't
even get started. (I've done this before on another car, so I know how
it's supposed to go.) This behavior is reproducible. What does it mean?
