Here are the design standards used in the tire industry:

Size                    OD (inches)
205/55R16          24.88
235/45R17          25.35
235/40R17          24.41
245/40R17          24.72

Be aware that the max load carrying capacity goes down with lower
aspect ratio. HTH!
