Turbo Nipple

What is that odd little 'nipple' on the front of the 10v turbo engine for?
(It's more like on the intake manafold) It's got a screw inside it.. an
adjustment screw?

PS - we've been getting -rain- the past two days here.. It's Niiiiice.
beats the hell out of the heat.. (Does anyone else ever run their audi with
the heat on 'hi' in the summer to help the engine stay cool? Or is that
just me..?)
