Sounds to me like your steering wheel is simply off-center -- a fairly
common VW affliction, from what I've heard. Mine's this way too. You can
either get used to it or have an alignment shop loosen the tie rods, center
the wheel and tighten them again. It used to be that you could just remove
the wheel and rotate it a spline or two, but that's more complicated now
with air bags and such.
