Ray:

Recheck that new bumper cover and look for two small circles near the
center
of the bumper cover, about 12 inches apart. Those are the drill holes
for the
license plate mount. Nutserts are mounted into the aluminum(ium) bumper,
under the
cover, and the license plate holder is fastened with two screws, through
the
bumpercover into the bumper.
